Recovery and Resilience Plan

ANQEP, I.P. is responsible for the implementation of three investments under the Recovery and Resilience Plan (RRP). Part of Axis C6: Qualifications and Skills, the incentives aim to increase the educational and vocational qualifications of the adult population and promote awareness of the importance of adult literacy among employers and workers, as well as the improvement of the technical and pedagogical capacity of educational and training spaces inherent to vocational education.

The first of these investments, called the Qualifica Accelerator, totalling €55M, is intended to provide support to adults who are in consolidated stages of Recognition, Validation and Certification of Competences (RVC) processes, aiming to reach 100 thousand adults qualified through this pathway by 2025.

The second investment, called Local Projects, totalling €40M, is targeted at active adults with low levels of qualifications, employed and unemployed. The objective is to create 225 local projects to promote B1/B2/B3 level qualifications by 2025 to implement the National Plan for Adult Literacy.

The third investment (Specialised Technological Centres) aims to contribute decisively to the modernisation of education and vocational training by increasing the quality and diversity of the training offer. It prioritises courses aimed at specialised practical training in areas of high technological intensity and of the new economy, increasing the skills and qualifications of students at the end of compulsory education and contributing to the innovation and resilience of the Portuguese economy, through the installation of 365 Specialised Technological Centres, totalling an investment of 480 million euros, to be carried out until 2025. The entity responsible for carrying out this investment is IGeFE, with ANQEP playing a decisive role in the design phase of notices for the call for applications and in the analysis of applications submitted by schools.
